20. participant means a participant in the Police Corps program selected pursuant to section
140952 of this title. State means a State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. State Police Corps program means a State police corps program that meets the requirements of section
14099 of this title.
