(2) Grantmaking entity The term grantmaking entity means a qualified organization that
(A) submits an application under section
12544 (a) of this title to make grants to qualified organizations;
(B) was in existence at least 1 year before the date on which the organization submitted the application; and
(C) meets such other criteria as the Chief Executive Officer shall establish.
(3) Qualified organization The term qualified organization means a public or private
nonprofit">
nonprofit organization with experience working with
school-age youth that meets such criteria as the Chief Executive Officer may establish.
