(b) Membership.— The Board consists of the Secretary, who serves as chairman, and the Administrator, or the Administrators designee, of
(1) the Federal Highway Administration;
(2) the Federal Aviation Administration;
(3) the Maritime Administration;
(4) the Federal Railroad Administration;
(5) the Federal Transit Administration; and
(6) the Federal Motor Carrier Safety Administration.
