(c) the Federal Communications Commission, in its administration of the provisions of the Communications Act of 1934, as amended [
47 U.S.C.
151 et seq.], and as supplemented by this chapter, shall
(1) to (10) omitted;
(11) make rules and regulations to carry out the provisions of this chapter.
